If you want something internally, you'll want to use something that you can install on a computer somewhere within your network. A public service such as Blogger won't be good for this. You'll probably want to keep your blog internal, and not available to others on the internet.
As someone else suggested, Wordpress is an excellent free software package for blogs. The setup is very easy and there is a lot of support out there.
