People with 2 or more DUIs no matter how long ago they occured should have thier drivers licenses permantley revoked. They showed that they are not responsible people and do not respect the lives of other people. The laws shouldn't get relaxed, they should get stricter. If you're DUI and kill someone, that should get you an automatic death sentance. I don't want to to sound cold but think of the millions upon millions that would save the taxpayers in every state not having to lock up these idiots for 10 years, 20 years or longer. A fitting death sentance would to give then a lethal injection but instead of the regular sedatives and pain killers they give, just pump them full of pure alcohol. Then they can die of alcohol poisoning. It'd be cheaper then the sedatives too!
After reading your website I still think you and others like you should still have their licenses permantley revoked. You BROKE THE LAW. It doesn't matter how long ago it was. What would have stopped you from getting a 5th DUI? You yourself said you lost your license in 1995 but didn't get sober until late 2002. That 5th DUI could have killed someone, but because you didn't have your license the opportunity wasn't there. Probably due to the fact that you didn't own a car because you couldn't drive it.
Permantley revoked licenses should follow you from state to state. It should be a national standard.
I just thought of something else. If you have a DUI on your record you are automaticly DENIED a liver transplant! You didn't repect it so you don't get a new one.
Your life is all messed up because of the decisions you made. You should have made better decisions huh? Too late now, I just hope your mistakes help people to not drink and drive in the first place, not help people in your same situation.
