Hi,


You raused several very important issues:
1.  Why import ? - Well it's free enterprise end let the 
     best win.  If you close the US market to import,
     prices will increase (dramatically) without competition.
2.  Quality and control.  No doubt toys have to cope with 
     all regulations (safety, quality, materials, etc).  How 
     comes that no one makes sure that the regulations
     are not applied.
3.  Toxidity ? - Leaded paint are dangerous.  Should be
     abandoned.
