I think he is retired. "For the first time in 10 years, Brea will be without a familiar face: Fire Chief Bill Simpkins. Simpkins will vacate his post on Aug. 6 [1999], leaving a 30-year career that has been marked by many accomplishments." (OC Register: Fire Chief Lit a Flame)
