Fan motor in 4 ton AC unit

My air conditioning is running but the fan motor may not be running as fast as it should and I can hear a small rattle in it.  The house doesn't seem to be getting very cool.  We have a 4 ton unit and it is about 4 yrs old.   I'm wondering if I need to replace the fan in the parts that is inside the house.

Have you checked your filter? If so it sounds like one of 2 things 1 evaporator coil is dirty from dirt by passing filter  and plugging coil on bottom side or fan motor speed is not on high speed (usually the black lead) off the motor
