My friend wants to file a complaint regarding unetghical proctices by her therapist. What would be the process to file the complaint?

If the unethical practices involve physical or sexual abuse, file a complaint with the local police department.  If the unethical practices involve fraud, file a complaint with the state licensing board and with the state attorney general's office.  Every state should have an official government website that you can go to for more information.
