If an older child is adopted from another country and becomes a US citizen, then a year or 2 later the adoption fails, where does that child live (esp if the child never gave up original citizenship-dual) Are they still a US citizen? Are they required to go back to country of origin? Can adoptive parent "make" a child sign a paper stating that they want to go back to country of origin and live with relatives?

You better consult a New York Adoption agency about your concern. They are the one's who knows a lot about it.
