NEW YORK, USA, 18 September 2008 Child rights took centre stage on the third day of UNICEFs Executive Board meeting at United Nations headquarters yesterday. At a special-focus session on policy and advocacy, board members examined and discussed the status of childrens rights in Malawi, Kazakhstan, Mongolia and Colombia. As Executive Director Ann M. Veneman noted at the session, UNICEFs mission encompasses advocating for the protection of childrens rights, helping to meet their basic needs and expanding their opportunities to reach their full potential. In all of this work, UNICEF is guided by the Convention on the Rights of the Child. Besides enumerating those rights, the Convention protects children by setting universal standards for them regarding health care, education, and legal, civil and social services. This talk is based on Jeffrey Davis' most recent book Justice AcrossBorders: The Struggle for Human Rights in U.S. Courts which examines attempts by human rights groups to use the law to enforce human rights norms. It explains the separation of powers issues arising when victims sue the United States or when the United States intervenes to urge dismissal of a claim. Moreover, it analyzes the controversies arising from attempts to hold foreign nations, foreign officials, and corporations liable under international human rights law. Dr. Davis is a faculty member of the Political Science Department at UMBC, whose research efforts concentrate on U.S. and comparative judi- cial politics by examining judicial behavior and the interaction between courts and other political actors in the struggle to enforce human rights standards.
