Existence of privacy-invading technology

Does the technology exist that would allow someone to monitor your every movement in your home and car, or any location where you are physically located without accessing your environment? Can it be done long distance without ever setting foot in a particular location?

Yes and in many ways.  The easiest and the most simple is following your cell phone... or attaching to you a small device that connects you to a GPS (global positioning system).
