In the SF Bay Area, we can achieve effective whole house cooling by using window Fan's blowing in at ground level thus pushing the hot air out through the upstairs windows and ceiling. We also have installed a thermostatically controlled attic fan that turns on when the Attic temperature is above 95 F. During the recent heat wave, our only hope for comfort was to get the house cool at night and keep drapes or blinds over the sun-exposed windows. Direct sunlight heats at about 1 KWatt / (Square meter (about a square yard) ).
Is there sufficient water available to put a sprinkler on the roof to be turned on when temperatures are excessive. (1 hour auto shutoff valves are available with many misting systems at OSH or Home Depot)
Can the tenants in your complex get together with management and the Apartment complex Handyman and install one or more Attic exhaust Fans? Guaranteed that the cost would be paid back shortly in decreased air conditioning electric bills and increased comfort.
