Emergency Sewer Line Repair

Can anyone advise on emergency home repairs fundsfor St.Louis Mo. in the 22nd Ward. I have a sewage problem that is backing into the basement. A plumber has told me that the line has collapsed. Need help ASAP. This also is a health risk I'm in my late 50's.
