You can trace the IP of the email (or you can get someone to do this for you), but it's not really conclusive evidence.
I would seek legal advice, especially if you have some information about the people who are harassing you. To tell you the truth, I use rules all the time, and don't even see such emails, but I'm more tolerant than most people.
