Electric cooling fan problem

I have a 2004 Mercury Grand Marquis. The radiator and fan assembly were damaged in an accident. Ihave replaced both and find that the fan won't work but when tested by direct link to battery it does. What do I need to check?  If it could be a sensor where are the damned thibgs - the old fan works but runs continously even when the car is off, so much so it will run down the battery.

I guess replacing them alone won’t fix the issue. Sometimes it needs to be checked through electrical tester to identify if electrical connections still run through it. It may sound costly, but this equipment is for rent in some stores.
