I believe them to be perfectly safe. They are toasty warm and allow me to keep the thermostat at a much lower setting, thereby lowering my utility bill.

It depends. You might think it is, but you'll never know. Check its voltage by renting test equipment just to make sure its okay. Some companies offer these materials for sale .
