The best way would be to make a print of each negative and then scan them. If a photo store has the software, they might be able to scan each negative as a positive.

There are a few problems with the above answer.

Virtually no photofinisher currently exists that has the disc carrier required to print disc negatives, and even if you could find one, scanning from a print, especially one as poor as from disc film, would produce very low quality digital files.

I recommend carefully removing the film from the sprocket so that the film can lie flat on a flatbed film scanner.
