You would probably have to go with a corded one, you need the power.

You need a drill with a hammer action and a strong one too. make sure you have extra handles on the one you take, it helps you keep it balanced and helps you push it strongly against the cement wall.

A good one I recommend is the Black and Decker DR700 or the high torque drill 7254 :

In addition to the Hammer drill you should also use a Masonary Bit

Make sure that the cement is dry before drilling through it.  Also, it depends on the size of the hole you need to make!

If any cordless drill can do it, The B&D PS122K Cordless Drill will be up to it, I used one to go through a wall of a bathroom with about the same amount of cement and and plasterboard

i drill 2 inch storm drain bybass holes to main drain storm drains to prevent over flow or back up. you need lots of lube (wd-40 or other lubericant). a good hammer drill. not a black and decker. those low end and cheapper in price thats why many wanna be handyman use them. use a BOSH extreme bulldog, or hilti hammer drill they last longer and are higher in AMPS and power.

1.) mark hole

2.) set depth on hammer drill with side mount marker

3.) spray area of hole with lube

4.) level and align drill( use correct size)

5.) drill for 2-5 secs. then spray lube on hole area and drill bit

remeber to start drill LIVE before touching concrete or cement dont put drill on surface and then start. youll create cracks.
