Can a Drainage Swale be Permantly Removed?

I work for a development company. We currenty have a homeowner who is demanding that we remove the drainage swale from their backyard. Can a swale be removed? If yes, then what are the consequenses?

You would need to check with your county engineers. Many areas of the country require that swales be installed in new subdivisions to prevent flooding. I would not remove it without the county engineers or planning boards approval.
