Dogs bark because they are bored or angry. You can solve both motives for barking buy leaving your roomates dog some kind of toy that he likes. My dog just loves the bone shape dry meat, So I just buy him a really huge one, he can "work" on it for hours.

There are special collars that give the dog a weak electrical shock when he's barking, and after a while the dog gets the idea and stops barking. If it really bothers you I think you should consider this option.

I was late for work this morning, because I got stuck in Zeno's paradox

Dogs bark for various reasons. They bark when they are bored frustrated, lonely, when they feel threatened etc. Try to understand the reason for the dog barking, maybe something simple like providing him with a toy or something to occupy him will stop his barking. Somethimes dogs get into the habit of barking, and do it for no reason other than that they can. There are methods to train a dog to stop barking, which teach the dog that barking is not acceptable behaviour. However in order to use these methods you must be around when he barks. If he barks when nobody is around, I suggest that you look into other methods of training, like anti barking collars (not the kind that give electric shocks - those are very inhumane).

Do NOT use a shock collar- especially on a dog that isnt yours!!  It really is inhumane.

I recommed getting a couple of "Kong" dog toys.  You can fill them with peanut butter (any kind) and freeze them.  When your roommate leaves the house, give the dog one of the frozen kongs.  The dog will not only LOVE it, but he will be so busy getting the peanut butter out that he will be quiet.  It will take him at least an hour to get it all out.  And the kong might even become his favorite toy.  He will start looking forward to people leaving the house, because that is the only time he will get the kong toy.  And he will remain quiet!  He will learn to LOVE to be quiet because he gets rewarded for it!
