How important is the camera size? Are you looking for a compact (like the HP Photosmart R817), ultra-compact (like the Casio Exilim EX-Z750), or you don't care?

Take a look at this list of $200-$300 cameras on cnet to get an idea of what's available.  

If you don't need it to be ultra-compact, the Canon PowerShot series might be a good choice (for example,  the Canon PowerShot A620 with 7.1 Megapixels, $199-$299 @ US).

One very important issue regardless to the camera itself - is the warranty....which you need to take into consideration when buying abroad.

Usually you can get good prices in Bangkok - but it is very important to BARGAIN and not to give the wanted price (you can try Siam center).

you can buy it on auction in 1150 NIS with 3 years warrenty of 4H (camera.co.il)

I dont think you should buy a camera in Thailand cause the warrenty is worth the extra few $$$.

p.s. if you want a great one , you can try getting the Canon S2 Refurbrished from www.camera.co.il for 1450 NIS with 3 years warrenty.

Provided that your needs are - a small portable camera for travelling, and then one which can serve as a good home-camera for non professional uses - I'd go, in your place, for the new Canon A-710, although I don't  (yet) have one, but have gone over reviews and users opinions in cameras magazines (dpreview.com, and the like, found with the courtesy of google), for I consider buying one. The pros to this camera are, in the circumstances (A) It is of a nice 7 MegaPixells; (B) It has a strong x6 optical zoom (C) It has and Image Stabilizer, which stables the outcomes of shots even if hand are shaking - like those taken from mooving jeep in some eastern desert, or when using long open sjutter for night shots etc. (D) It's a Canon (With which company I unfortunately have no touch) - so as for quality you hardly can go  wrong.             Its price is most places lower than your budget (Look for prices comparisons in those magasines, for the high ones are often double or more than the low ones, so your cousin who paid $450 for that will for sure explain why shopping on the internet is time consuming - but feel uncomfortable about the $250.- you paid in another store.                                                                                                                         

In anyway - I'd make the purchase on one of the internet shopping centers in Israel, as you'd always better be close to the shop where you bought it; and the prices are about same, or else the diffences are negligible compared to the pros.  On a site called P1000 for example, it sells now for NIS1,500.-  which is about 280 USD, payable in 36 equal monthly payments, no interest; and you get a 512 sd card, and 4 years guarranty. I did not see that prices in America really beat it, especially bearing in mind the long warranty and free home delivery.     That's my opinion, and I wish you have a nice deal anyway - DS 

a great compact-digital-camera is the Fuji F20 which it very cheap right now - about 750 NIS.

this camera have good high-iso preformance. that mean she can produce good quality image in low light without blurring
