If you're talking about strategic and tactical nuclear weapons, then the difference is this:
Tac nukes are smaller-yield weapons, designed to work in isolated incidents and battles, while strategic nukes are more powerful, and are designed to take out an entire country (three well-placed shots from the Russians can knock out the entire US communication grid).
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
