I was a graphic designer for a long time, but were too scared to try websites, it looked ot technically complicated for me, then 2 years ago, I got a couple of books and learned how to use "Dreamweaver" which is a program that writes HTML code for you (well, sort of, you still need to learn how to read the code to debug your site), for me, a very non technical person, this was an awesome way ot get into web designing.
My best advice aside of learning how to use dreamweaver is that content is more important then decoration. Meaning that you can create the most beautiful color scheme for instance but if it's not making your texts readable, then it's no good.
Always think as a user while designing a site and try to anticipate what will draw users to your site.
