When was the Department of Defence removed from the loop?

Firstly, Major kudos to the reporters who broke this exclusive. Now the question:   Did not the DOD originally have authoritative say over the individual permissions to export this sort of dual use technology and if so when was that Department removed from thislial vetting process?
