In the UK it would be the part of Scotland north of Inverness know as Sutherland. Very few people per Sq Km but then most Sq Km are mountains or moors.
The area also has pretty poor transport links road wise although there is a rail link to Wick on the North Tip of mainline Scotland and Ullapool on the North West Coast.
