No means No.  I'd do everything in my power to make her jealous and to make myself happy.  Sounds like she is running a "game" on you.  Move on and see what happeneds.

     You need to have an honest discussion with her, tell her that you are truly interested in pursuing this relationship to a higher level and ask her if she is ready or not.  If her answer is that she is not ready, then just tell her that you don't want to hang out with her anymore because you don't want to waste her time and your time and that you are going to start looking for someone to love and care for you.

   I hope that will get her attention
