I believe that most honest and respectful way to do that is also the simplest one- Introducing yourself and asking for her name. After that try to chat with her, I promise you that you'll immediately notice if she is interested in having a conversation with you, or not. If not,  no harm done, you were only trying to be nice, and didn't offend anyone.  

This is straight forward and complex all at once.  First of all we all know confidence is attractive so you don't want to approach a girl if you're not ready for it or she'll smell it on ya!  Just pump up your self-confidence (not cocky though...real) and talk to the woman.  Don't approach her if she's in deep conversation or any other situation that you yourself would not want to be interrupted (common sense).  Start with hello and introduce yourself and make eye contact.  Ask her for her name and then see where you stand.  If she's giving you the serious blow off at this point you should pass on this girl.  She's not at all open.  If she gives you her name then you can press on a bit.  I like when I guy tells me that I look like an interesting person and that he'd like to talk to me.  If you want to meet someone you might have to strike out a bit but practice makes perfect.  Ask her about her hobbies and other stuff like that but make sure to throw in a compliment about her hair or eyes or whatever somewhere soon but not too many...we can smell when someone is just trying to get laid too.  Just talk to her...if she talks back then treat her like a lady...eventually a lady will respond.

1st) show ur charm, gently, be self confidence (though, u must be still ur self ). First impression can be very influential. 2nd) make a smooth and relax conversation. introduce ur self to her. ask her name. then, make a conversation ‘bout her hobbies, her jobs, or anything (even the interesting objects surroundings u at that time can b the topics). the important thing is to make her likes to talk to u. 3rd) don’t waste the time if u think she’s already open 2 u, try a bit further. Ask her phone/email, find out if u can contact her later. 4th) do not push too hard. always keep being relax. u only wanna approach a woman, it s not a bad thing anyway. 5th) don’t give up if u fail on the first tries. treat ur ‘failure’ as ur training media 2 bcome the expert ;-)
