Who can take on DCFS in a aggressive way?

I NEED SOME HELP ASAP....... I dont no what the statue of limitation is so some one Any one please help me .... My daughter who is mild to moderate retarted had a child . That child was taken from her after birth. She never ever got to hold him even after he was born ......... I as the maternal Grandmother was never even considered ..  His other grandmother was and had him for a short time .. She was an addict an an alcholic .... I on the other hand am stable with no addictions issues .... I had many many family attorneys that did nothing ... After 4 family attorneys I hired a cival attorney. He did nothing either... I fought this for three years before they were able to terminate rights .. With appeals, letter to attorney general, and others ... Appealing every desicion they made ....... It is a fact that the departement does not like challenges ... Me and my daughter fought them for theree years ... Rights did get terminated ...... According to sources my grandson who is now 4 ( just celebrated his fourth Bday) has still not been adopted .. They state is just exploiting him and providing him with no permancy in his life .. For the simple purpuse of providing the case workers with there job securites .... Really have no interest in my grandson permancy or well being ......  Could some one please advise me on what to do .. Where to start and how to attack and sue the fuck out of these sorry exuse of humans . Please some one hELP ME..
