Are Cyril Parkinson's writings about bureaucracy only satirical or they contain hypotheses of significance?

Cyril Northcote Parkinson  is famous for his satire of bureaucratic institutions, notably his Parkinson's Law and other studies. This is a collection of short studies explaining the inevitability of bureaucratic expansion

Actually  Parkinson was a teacher at Harvard University,  a historian and author of some sixty books. He was also considered an important scholar in the field of public administration.  His writings included historical fiction, often based on the Napoleonic era, and sea stories.

So , his writings are significant.

Very often humor or just telling a story is the best way to explain a complex but important concept. Parkinson's laws seem humorous because we can find so many ways where these laws have proven valid especially in government buraucracies and also in industry but since large companies have to report to stockholders much of that has been vastly reduced.
