I think that you need to get him away from his friends and you need to get away from yours.  Even write him a note seeing if he wants to meet up somewhere after school, because you want to talk to him about something.  You can tell him that you are sorry for all the comments that you friends make and that you want to spend more time with him.  Be his friend and hang out together.  You just have to get past the weird stage where you are just looking at each other.  He clearly likes you if he is always looking at you.  Find a place and a time where the two of you can hang out and talk without your friends around... i think that this is your key.
