What does it mean if you are out in the free world, but under a prision watch

Could it mean that although we live in the free world, our actions and behaviors are still controlled by the government?  How can we be considered to live in the free world if we can not make choices that are truly a free choice and is not monitored by the government?  For example, the new driver's license, "Real ID".  The new ID system, which is already partially put into place if you will look on the back of your driver's license you will see a bar scan.  This bar scan is there to support the new "Real ID" program that is making a sweeping motion across the U.S.  This program will control our every move.  For example, you will have to swipe your driver's license when you enter any court house, federal building, airport, subway, basically anywhere there is a need (or want) to control your presence!  The motivation behind this is that the government is selling this program to the public as a way to "Control Possible Terrorist".  A fear tactic!!!!!  However, it can be seen as a control tactic of the american people.  Because, if the government wants, they can suspend your "Real ID" and your bar code will not work ANYWHERE!!!  That means, no flights, travel, toll booths, college campus, post office, basically anywhere that is a government facility or is federally funded.  The state of TN has filed a suit suspending the deadline date of their Real ID of June 30, 2008 because of the money it is going to cost the state to implement the program.  Does this classify as an answer to your question?  This is considered living in a free world, but being under a prison watch!!!!!!!!!!
