Crazy Breaks

Ihave a 98 Mercury Mountaineer all wheel drive SUV, and I was having trouble with the parking breaks, so I looked and it has disk breaks on back but it also has a break drum and a place that looks like brake shoes go there so I can't use my parking break or when I release it the little lever goes back in the drum, not to mention it does not hold wit no shoes and just a disk, does anyone know what this is about?

Conservation: Paying more and getting less.

The parking brake probably became corroded and since almost no one with automatic transmission uses the parking brake, they removed the shoes. Any shop that does brakes can fix it for you.
