This was a civil suit. Not a criminal court.
Since it wasn't decided by the courts, but by the the two parties involved, they can pay each other whatever they want.
Usually in settlements, both parties will sign saying no wrongdoing, so further action can't be taken in civil or criminal court. If anyone says they are guilty of anything, it could lead to further civil suits, potential class actions (if there is more than one victim), and even charges being laid if criminal actions occured.
And, I don't believe this will change any sexual harassment suits, since there was no ruling in the courts on this suit meaning there is actually no legal precedent or court ruling.
