what are the cost estimates for surgery on C4-5 C5-6 and C7-T1 disc bulges and or herniations.

It depends on the surgical procedure and whether you have insurance or not.  If it is a laminectomy rather than a fusion it will be much cheaper.  For three levels, though, I would expect the global cost of surgery to be $50-75k if you were to pay cash.  Then there is the post-surgery therapy costs which could be another $10k.  Check with your surgeon.
