I know a couple who moved from The Hague to Tel Aviv about 2 years ago. We talked about this subject and they said the total cost of living was about the same, but in Tel Aviv food is cheaper and rent is more expansive, and the opposite in The Hague.
However, I'm pretty sure their apartment in The Hague was a cheap one (never saw it from the inside when I visited, but from the outside it didn't look very posh and there was a tram rail very close by). Also the price you're quoting for your place doesn't sound cheaper than in Israel.
From what I remember electricity, gas and water are also cheap in NL, and transportation is quite expansive compared to Israel.
I would say that the total cost would probably not be under 1000 euros a month, but it's nothing more than a semi-educated guess.
