Constantly disruptive neighbors

Is there anything to be done about incessitantly noisy neighbors?  The household of twenty-something "men" behind us has dug out the entire back yard and made a bmx course.  They ride bicycles AND motorcycles back there.  We live in tract housing.  Also, from the time they awake until often far into the early morning, they non-stop play loud music with the thumping bass. We have no air conditioning, but cannot open our windows because of the non-stop noise coming from the house behind us.  We also hear them in the front yard, which is where our patio is located.  There is no place to get away from them.  Is there anything or anyone to contact about this?
