Assuming that you are running Windows XP, simply insert your windows setup cd in to your cd drive, and restart you computer. There should be an option for formatting and reinstalling windows.

When you turn on your computer words across the screen look for "press "f(some number)" to start recovery". Do that. there should be two options: "Full system restore (Destructive)" or "Full system restore (backup)." The first option will destroy all of your data and restore your system, the second will put all of your data in Documents and settings folder (I recommend the second option). It may take awhile to format it.

By DOS you go to run, type cmd or command, and then I think you press C: format and press enter.
