Colorado responsible for notifying public of escaped killer?

Do you think it was necessary for the Colorado Mental Health Institute to inform the public that Hartman, a missing resident at the halfway house, is a convicted killer?

Hi Ashley. If this maniac...who they deemed somehow "insane" though through whose law I do not know...considering he showed plenty of sanity in the commissioning of these acts, hurts another person before he is caught again, I hope that this "mental health facility" is held accountable by at least 50% for not informing not only the public of this immediately, but of not informing the state and police right away! WTH are they thinking? And, don't give me that crap about when they get their patients they don't know about their past or where they come from, where they have been previously or what they have done...because that is exactly what they are spewing forth...CRAP! I have worked in a mental health facility and they have every place that you have been in ever since you were a child as regards to your mental health, and if that includes prison, those records are sent along as well. This man does not show incompetence in the commission of crime, but that facility shows plenty in their acting when that man escaped from there. This is just unbelievable. This place needs to be quickly shut down. And, they need to pay for the actions that they chose NOT to take!

Not being familiar with Colo.Statute on x-offenders' other than Sexual Preditors 'Postings ; I'd have to say off the top , Murderer or Justifiable Homicide , reckless homicide , manslaughter , if He served his time and didnt escape but is MIA , perhaps a similiar set of circumstances' befell him , its all supposition any way . When you ask questions opened ended with-out all the facts its NEXT To Impossible to answer .
