Color charts

I need a color chart or color wheel that indicates which hues would go together well on a website.  I'd also be interested in other color charts, such as one for clothing (i.e., which color of fabric goes with which skin tone).

I think color is such a complex subject that it would be simplistic to think that a color chart would help you solve all your color matching problems. People learn about colors from observation (nature is your studio), experimentation (as an artist or a designer), or through studies (color composition, color composition, color symbolism). After you get the basics of color theory, you will need to study the psychological effects of color so that you get a better understanding of the language of color in order to be able to use it efficiently. As far as I know, the best color judge is the human eye. If that can be of any help, I found these online resources which give a lot of helpful tips on web design in general and these pages specifically on color schemes;

There is never a good time to buy a new computer.

If your goal is to just find software that will help you with color matching, I would have to recommend  CoffeeCup's Color Schemer (cost $29).  It is a great app that helps in a few ways.  

It shows you a color wheel of other colors that compliment the initial color that you have chosen. 

It also has a "color grabber" option that lets you go out to website or image and grab identify the Hex for a single color.  I rather like being able to note the hex of a color for future use.

If you are in need of an image editor, you might want to check out GIMP (GNU Image Manipulation Program).  It is as complex as Photoshop, but free.  It is quite good for editting multi-layer images without having to buy Photoshop.
