Cleaning spots from a telescope mirror

The primary mirror in my telescope had some dust and spots on it so I rinsed it with distilled water as it says in the manual. After drying it, I noticed that there is no dust, but the spots are still there.



Any suggestions on how to clean them?

I have used microscopes before and I used

Kodak Lens Cleaning Paper which was very affective. I am sure it will be suitable for you too.
