Clarification on getting my new benefits started

Reapply for unemployment benefits in California. My current claim (Filed in Sept 2008) does not pay the benefits that my old claim with the extension pays at present. The old claim has been approved at present for 20 weeks of extended benefits at the maximum per week benefits. The current claim does not pay enought to live off of. Do I have to finish off this current claim first? Or do I have to reapply to receive the previous benefits that I am approved and eligible for? I cannot get through to talk to a representative at present.
