What is the best country to set up an offshore company?

I want to use an offshore company to minimize taxes. What you think is the best country to incorporate in?

This article indeed has some very good info, but I also want to know people's opinion.

Take a look at Panama.  They are offering some attractive incentives for offshore business prospects.  Also, retiree's or semi-retired individuals are being offered VERY attractive incentives for years to come.  Check it out.
