What is the best country to set up an offshore company?

I want to use an offshore company to minimize taxes. What you think is the best country to incorporate in?

This article indeed has some very good info, but I also want to know people's opinion.

I will recommend China, considering the cost of labor, demand and supply and  general business atmosphere. Beside the cost of labor, China also have adequate technological manpower to handle day-today business activities.

i would say the Philippines would be a good country start a business or manufacturing company, they almost all speak english to a certain degree and they are hard working people and very talented.
