I've got a couple of things to say on the issue. First, I don't believe a chess player reaches a peak of somesort, whenever. He'll always get better and more experienced, as long as he'll keep playing. Second, I believe chess availability for children is greater than before. This manifests itself with infancy classes, clubs, etc... Therefore we see younger, better chess players.
