How do I put in Cheats on GTA 4 on PlayStation 3?

How do I put in Cheats on GTA4 on PlayStation 3?

I know I have to press up on the D-pad to get the cell phone up, but I can't figure out how put digits in for the cheats. Do I have to get to a particular area or place before I get that accessory or what?
