Changing a more practical shower head

I just moved and have to pay a water bill for the first time ever. Usually had well water. The shower is like a fire hydrant and I hear the cha ching sounding every time I turn it on.Also I cannot regulate the hot water. I have burned myself as I turn the water pressure down the hot water gets hotter.  How do I fix this problem?
