well the first thing that i would say that he need to do is first look on all the debt that he have also try to clear all the over due bebt and the most important ones also try not to put his self in any more debt and to see how he is going to pay it off before putting his self in any more debts

Yes he can change.  Did your husband sign a contract with "thecreditexchange.com"?  Please make sure to read the fine print if he will be let out of the program and how much it will cost him to leave the  program or if any money will be refunded.

Yes he can change companies or plans any time he likes.  You need to find out the name of the company he is dealing with and check them out fully with the BBB.

The "thecreditexchange.com" website you mentioned is not a debt management company but rather they just sell "leads" to credit counseling agencies.  See this from their site...  "We are not a debt management company. We serve in the capacity of providing debt referral services"   There are many of these types of affiliate or lead selling sites on the internet.
