Caulking

My niece just moved into a townhome and parts of the caulk from where the tile meets the tub has mold, but when removed the mold isn't just on the surface but deep into the caulk about 1/2 inch to 1 inch deep. Should the entire lining of the tub be removed and re-caulked? Also, the original caulk that was used has a rubbery consistency to it and not a grainy consistency. Was the incorrect type of caulk used and if so what type should she use?
