I have observed that my neighbors grass is of the winter variety. My grass is of the summer variety. Even though my neighbor spent ten thousand dollars in the last year to maintain his lawn ( in the middle of the desert) I spent nothing on mine. Therefore in conclusion I have a nice SWMINNING POOL..

NOTICE: By the time you have noticed this notice, you will have noticed that this notice is not worth noticing.

My humble, uninformed, and strictly guesswork opinion is that the person with the more lush grass is taking proper care of it, including adequate (but not over-) watering, and supplying it with proper nourishment, such as appropriate fertilizer.

 I once had a lawn in very sandy soil (in fact, the soil was nothing but sand)  and it was brown, dead-appearing, and apparently beyond hope.  I went to my local store for advice and to purchase the appropriate fertilizer, and the salesperson said "Why don't you try watering it first?  Then you may not need all this expensive fertilizer, etc.".  I went home, and watered the lawn (to the proper level), and within a week I had a lush, green, healthy lawn.

Success is measured not by the heights to which one rises, but rather by the obstacles that one has overcome.

The scientific method can NOT be used to answer this question, because it involves more than simple observations.

It may begin with a simple observation, which in turn leads to a hypothesis or theory, which is then tested under controlled circumstances (experiments) from which one makes additional observations and can then modify the experiments by changing or manipulating one of the factors (a variable) while keeping everything else the same, and while also re-running the same experiment without the change (a control group), then making more observations and repeating this cycle as many times as needed in order to draw conclusions which will then be subjected to scrutiny by others with similar or more advanced knowledge in the field.  The results of your experiments must also be able to be duplicated by others.  Therefore, looking at your grass and looking at your neighbor's grass would only be the very first, preliminary step in the scientific method.
