First you must control its spreading, and you do that by protecting your paint. A good cleaning and waxing regimen once every two months has been proven to greatly reduce the occurrence of rust. Regular cleaning will remove contaminates that will weaken or even etch into the paint. Car wax or car polish will create a stronger, slippery surface that will be more impervious to the elements and help seal out moisture which can start the rusting process. There is a large variety of products and it depends on what is available in your area read this(chapter about chemicals and it might lead you).

I worked for a chemical company called McDermid, a large US conglomoate they supply the electroplating industry throughout the world. If you contact the industrial chemist at the Sydney, New South Wales, Australia branch he can supply you with the most amazing rust "cure" I have ever seen, and I am a chemist. It is a thick black paint and is designed to be applied over flaking metal, this stuff works but it is not cheap. Ask for Dr DeSouza.
