While the new 7D is also an APS-C sized sensor camera, the only reason I would think you'd want it is because you desire having two camera bodies and plan to use your 40D as a second/backup camera. If however you plan to replace your 40D altogether for the 7D, I doubt you'd notice much improvement in image quality. For that, I recommend stepping up to the 5D mkII.
