Caldera Spa temperature Dropping

We have a Caldera Spa.  Was just drained about a month ago.  The filter was cleaned and replaced.  Temperature is always a degree or 2 below what it is set for.  Usually set at 104 for winter and it runs at 102 or 103.  This morning it was down to 100 and is still dropping.  Turned breaker off and back on.  Now the temp light is flashing.  Temp in hot tub after 2 hours is down to 98. The outside temperature is around 40 degrees with no wind.  Anybody have a solution that doesn't include a new heater???  :)
